That is what allows them to use the qualifying phrase "as many as".

beautiful... one drop puts thousands of holes in vehicles, computers, guns, tanks, trucks, aircraft, runways, buildings, telecom facilities... completely disabling any form of meaningful repair... everything has to be rebuilt from scratch. strategically... it shuts everything down more or less permanently. AWESOME!shorten the war, saves lives in the long run. children stay away from former military bases/airports until the government cleans it up, or you will lose a leg or two. parents beware.

Even non-cluster munitions weapons hit civilians, if you really wanted to prevent civilian casualties, prevent the war. But, if you let it progress to the point of warfare, ESPECIALLY warfare like this, unconventional, unsymmetrical, warfare, where it's often very difficult to distinguish targets even with systems like the Predator and all our high-techy stuff, then it's too late to be complaining.

The U.S. use of cluster bombs in urban environments is greatly exaggerated. They simply are not effective in that environment. There are various other forms of ordinance that are better suited and more effective in urban battlefronts. Yes, we have land mines.. around our base in Guantanamo Bay and the DMZ between N and S Korea which is it to my knowledge.
