It's just a parody. Sesame Street has done parodies for almost all 40 years of Sesame Street. Also, they lost the rights to Kermit because their contract was up, and they bought their own characters formally owned by JHP, and Kermit would have had to been rented separately. They rarely used Kermit after Jim Henson's death, because he is the person that liked being Kermit the most!

South Park would be kind of hard for Sesame Street to spoof--the original characters' language, crude as it is, makes each one distinct. Ben 10, on the other hand, would make a cool basis for a number-themed parody...I visualize the Count watching some teenage-boy Muppet transform and counting the results.
