Hayato won the first two, but hard engine troubles in almost the rest of his races (round 4 was the only one he didn't have engine troubles) until round 10 where he won three times in row to catch up. During round 10 and 11, Kaga had no way of beating Hayato. Even if Kaga had the quickly-switch-in-or-out technique, Hayato only needed to see it once to counter it. So in the end, he still would have won...
I don't get how the Ogre boost has a longer first boost and a longer second boost than Asurada, yet Asurada's in front still (you do see that Ogre passes Asurada) so Asurada's boost must be substantially more powerful.?
I agree that Hayato has progressed way too much compared to other characters by the end of the cyber formula series. If you watched the first two series in the past, you will probably remember both Shinjo and Rando are evenly matched with Hayato. But since then, Hayato had overcome all these difficulties in SAGA plus further reiforncing his skills the one year that AOI was banned (Kaga was unable to race for a year) making Kazumi the better racer. (If his car didn't have all the engine failures in the previous matches, he would have won)

In the end, orga realize the situation which kaga is gonna lose the game it orga choose to give a extra boost to kaga even tho it is gonna ruin the engin and booster but as i mention before,Orga's 1st piorety is to win the game so there comes the extra boost.
On the other hand, Orga is developed almost the same as asurada, you can see when orga was damages, it can use asurada's part. Differnt from asurada, Orga is a bio computer and its 1st piority is to win the race and it won't consider the driver's condition. Thats why not everyone can control it, in the race, orga will choose the best way to run on the track, so in some way the driver have to cooperate with orga, otherwise while you're driving but orga is following its own track.
The reason why orga have thge extra boost is because of the bio computer. Differnt from Asurada, asurada is a couputer which will "grow" and gain experience with the driver and also is asurada's computer, protecting the driver is the 1st piority.
Ouga is bio computer, it suppose to do what's the best given the situation, so it will follow driver's wish when it can be done. Plus, Kazami can't really pull that kind of move consider that his car's engine blow up like every other race, wouldn't want to risk that.

Asurada cares for the safety of the driver. Ogre plays to win, even if it kills the driver.
Which is why Ogre can go over the limit and even sacrifice itself(engine overheat/possible explosion) to give Kaga the Extra Boost at the end.
