The "witch girl" you're referring to is NOT "Megamari". Megamari was the name of a Touhou fan game based off Megaman. Her name is Marisa Kirisame.

the earth being blown up may or may not be an actual mugen move.

It is an inside joke within the Nico Nico Douga community. But then again, so is ALL OF MUGEN, hence why this video was made in Nico Nico Douga.
