A leak does not always constitute an external leak. In this particular case it was leaking internally. A fuel system can leak internally in a multitude of ways, from the pump check valve, fuel injector, regulator. Any one of these can cause residual pressure to bleed off.

Cool stuff. I needed to trouble shoot my fuel system (1995 mazda mx6 LS) before I spend $185 on a fuel pump I may not need to replace.
