Yeah, that's the character Mamimi from the anime Furi Kuri. I always felt that if Furi Kuri were American, MGMT would be a pretty cool equivalent for The Pillows (and Oasis an obvious equivalent for a British version). Although Mamimi doesn't do weed, she's a chainsmoking pyro... "Never knows best."
