i have to agree with the spazlad and merglemanbing, I haven't listened to the other stuff, its not that he's tone deaf per se, hes just not hitting the right notes. which it is hard to do when singing fountains of wayne, the guys got a crazy voice that is almost untouchable.

His falsetto is actually getting...better, throughout the song.

I'd tell him to keep practicing; listen to the songs you're covering before you record them.

Don't just hop into them, without looking for the key.
