I will bet a pound to a pinch of shit that Bush had everyone in Congress wiretapped. Not only would that give him advance warning of stuff he could then try to head off, it would give him blackmail material. It's the obvious thing for a criminal administration to do.
Oh, and let's remember that the illegal wiretaps started BEFORE 9/11.
