the rules of aquariums are so stupid 2 goldfish don't need a damn 40 gallon that is the stupidest thing i have ever heard. 3 goldfish would even be fine in a 10 gallon, i used to have 5 goldfish in a 10 gallon. they are fine as long as you have good filtration.

3 goldies are a bit much for a 20L tank, even after putting an over-spec filter in it. You might want to put a sponge in front of the outlet of the filter to lessen the wake from it. I have two, a shubunkin and a common, in a 20L tank with a Tetra 20-40 filter. I think it's going to be "just right" for a good long time.
