i don't have this game so what do orders do

Orders increase a selected soldier's stats. For example Defense boost increase's that soldier's defense, the penetration we saw at the begining of the video allows soldiers to ignore an enemies defenses. Meaning that even a scout can take out a tank on it's own.

There are also other orders such as calling in a mortar strike or ordering a certain unit to retreat if things get a little hairy.

When her health drops below 50% she gets a massive stat boost. It triggers fairly often.

Why did you using grenades in situations where a gunfire burst would kill a troop outright?

They were in defensive position in the grass. A single gun fire burst wouldn't have killed them. That's why using the grenades to knock them out of their defense to kill them.
