Because the main riff is based on chromatics. But it's not that similar, for one those two riffs are in different time signatures and you could easily find ten songs with a similar riffing orientation. For example, the next track on this album is 'Dam That River', the main riff is also very focused on chromatics. And of course, needless to say, Dimebag used a lot of chromatics. I don't hear a similarity at all, but I would imagine that is why you heard one.

It's just sad and ironic that Layne new he would die of a drug overdose, which he describes in this song; (("I feel so alone gonna end up a big ol' pile of dem bones")) and he did in fact die of an overdose of Speed Ball. He was in a very dark place for so long. He didn't get a chance to spend much time with his daughter.
