You need Vice City mate. Get Vice City, and download a mod called "GTA: Liberty City". This puts the GTA3 map and textures INTO Vice City, then run LCMP.

If you dont have Vice City, there is a multiplayer mod called MTA(Multi Theft Auto).

Yeah, that is called "lag" as the game is lagging, but I never really suffered with lagging bad, other than every now and again Vice City would say "loading" for a split second. That's not really lag. If you go into a multiplayer server, and find someone with a high ping and try to fight them, then it may not kill them for a few seconds, due to them havin a shit connection and not registering you fighting with them for a few seconds.
