This is really old news, Sao Paulo's government has passed a law some 7 years ago to diminish pollution to keep personal vehicles from operating according to their plate numbers. Say if your plate number starts with an odd number, you're not allowed to drive that day, and you must take public transportation. And it worked to some extent. A lot better than India, and China, and the U.S.
