We are allowed to take action if we see someone being harmed. Of course, we can't shoot the guy in the back a bunch of times as he's walking away from the crime scene, but citizens are allowed to stop felony rapes and assaults that are in progress. I'm pretty sure there are no laws against that. It is just recommended that we call 911 FIRST and do not try to apprehend an armed assailant. A legal gun owner could've come out and pointed a gun at the rapist and tried to hold him for the police

I've heard of stories were people intervened and had gotten the tables turned. Some guy tried to help a girl getting abused but didn't know it was his girlfriend. When the cops came BOTH of them went against the guy that stepped in. ON top of that, He could've had a gun, a knife or w/e.

It is an all Somalian apartment complex and from what I have observed about these people is that they take very little action unless it is like this, against another and nobody really gets involved. It is also why most of these types of apartments have security 24/7 or as many cameras as they do. The buildings this took place in are small and just a few blocks from a huge huge all Somalian apartment complex.
