If not, do all Hasidic Jews dress the same like this (what I think of when I think of a Rabbi). What percentage of the people living in New York Jewish Hasidic communities are actual Rabbis?
I would say about 20% of the men there are Rabbis. Chassidem dress the same because thats how they dressed 300 years ago. When your in N.Y. and you see a Chassid, he is probably not a Rabbi. Different Chassidic groups have different types of hats and bekishes( long coats). but most where all black.
