Looks sortof like narcelepsy to me, I had a uncle that was like this. He would be distant and seem like he's really really tired, like he's falling asleep but awake, sort of your daughter here. As kids, we tried to tickle him and he wouldn't respond, except maybe a little smile..just as your daughter did as you rubbed her on her chest. I hope this helps you...
I know how she feels. I have a hard time getting moving it may be more do to my depression. But I would see how she sleeps at night. She does seem quite pale she could be anemic? I don't know about a seizure disorder I suffered with epilepsy at her age though she seems lucid and not disoriented and aware of her surrounding a seizure doesn't seem likely.

she might be tired from a condition called Hypoglycemia. Hypoglycemia is a condition that occurs when your blood sugar (glucose) is too low. Symptoms: Cold sweats; Confusion; Convulsions; Coma; Double vision or blurry vision; Fatigue; TO PUT IT SIMPLY: in children, usually girls, their body is sensative to sugar. the also cant really process things like wheat, and glucose. He was poisoned by eating apples that were sprayed with a combo of insecticides. This helped: Switch to organics if possible and make her a shake made of 1 quart spring water, 1 ripe banana, 1 pear or apple, 2T sunflower or sesame seeds, 1 carrot, 3 T oatmeal &dash sea salt. TLC, Write me a note if this doesn't work and I can give you more...
If her lips are blue, she isn't getting enough oxygen. Maybe she is having infrequent heart arrhythmias? She should wear a holter monitor through one of these events so a cardiologist can analyze the electrical activity of her heart.
Get her to a geneticist. Even if the Cardio doc finds nothing have her checked for 22Q11.2 Deletion. Tell the doctors you want the new and improved FISH test.

On the discovery health channel I saw an episode about a rare condition that looks a lot like this. I can't think of the name of it off the hop of my head but I can look into it.
I would think it's beta 2 adrenergic receptors, either insensitivity or ineffectiveness... but I am far from a doctor. There are some rare though mild genetic disorders then can show symptoms similar to this. Is her cardiologist and pulmonologist say she is clear I would think endrocrinologist. May also want to try and really good geneticist. This is just a guess because I can't explain every 3-6 months only the symptoms.

It mite be one part of symptoms ("seizure"), it could be Hypoxia or Cyanosis, evident in the lips, fingernails, nose and ears.
Does her whole face turn blue?

Ask your doctor about Hypoxia, Low Oxygen
in cell tissues (blue lips, + hardly any breathing movement)
if there is not enough Oxygen in the blood this is called Hypoxemia.
Which can cause extreme tirdeness because the body needs
