Funny how everyone talks about the differences between Klingons in TOS and all the other series, yet no one talks about the even stranger differences between Trill in TNG and DS9.
The 1984 novel THE FINAL REFLECTION explained the difference between TOS and TMP Klingons, but for some reason they never used it for the Feature Films or TNG that followed. In the cancelled PHASE II series, the unrealized KITUMBA episode states that Klingon is not th name of the species but that of the Warrior caste.
When Coon died, Gene Roddenberry came up with the idea of making them alien and claimed that due to budget restraints on the show they were meant to have ridges. He was talking about the look of TMP Klingon with the anterior ridge and canine teeth. Then they became less pronounce on the feature films that followed.
Budget did have something to do with make-up, but it had nothing to do with the Klingons. Gene L. Coon created them as they appeared on TOS due to the simple reason that the Romulans were initially going to be the recuring villains on the show, but make-up would be costly. Klingons were cheaper to make.
@takerdust If you take the time to watch Enterprise episodes Affliction and Divergence they actually did a good job explaining the whole "ordeal" very well. Personally I think the writers did an amazing job coming up with the explanation of the TOS klingons.
Funny thing is, the character of Kor was supposed to be the lead Klingon in the episodes "The Trouble With Tribbles" and "Day of the Dove", but Jon Colicos was unavailable both times, so Koloth and Kang respectively were created for those episodes. One wonders how things would have been different if he HAD been in those episodes.
Interestingly enough, Michael Ansara is the only surviving actor that played the 3 Klingons.

The only thing I hated about DS9 is how they started the whole "how did Klingon ridges on head change" and it just snowballed from there.
We simply can't let the audience suspend their belief due to cheaper budged of the 60's.

It's not DS9's fault, they at least had the good sense to pass it off as a joke, in a jokey episode.
