Obviously you don't understand how a camera charging circuit works. Let me fill you in. The inverter (transistor) in the circuit pulses high frequency square wave (or something close) into a small high frequency transformer to charge a capacitor to about 330 volts. This whole process happens slowly and at a very low current. Since in the video the main cap is removed there is no danger (unless there was something wrong with the person to begin with). PS: I love the bang! in the video :).

I made one and let me tell anyone who thinks you can die from it. It is 330V about and you can but a 1,000,000 Volt stun gun and that may not kill u. you see the amperage is so low it just hurts. not harms.
