well she turned her back on them they didn't need to say the word fly for the dog/dragon to get down. They could of just pulled the lesh. And they said "fly" like thousand times while there mom was on the teras with them so it dosn't make any sens.

when she came out, the leash was too high to grab without jumping and making a lot of noise, then, it started coming lower and they wanted Dragon to go back up enough to not be seen so they kept saying fly.
