According to the author, men can't use the full power of their Star Seeds (Called Sailor Crystals in the manga) even if they are chosen to have them. If Mamoru was a woman he would have the power to transform into a Sailor Senshi and fight like they do, but since he's a man he can only rely on his human abilities.

In the manga, there's a group called the Sailor Quartet, which represent the dwarf planets Ceres, Vesta, Juno and Pallas; most of which are smaller than the moon.
