I would doubt that. Neanderthals were really quite a lot closer to modern humans than the Sasquatch appears to be. It would make little sense, I think, to evolve a loss of fur like Neanderthal and then evolve it back. Along the way, it would have to come up with a lot of the apelike features the Neanderthals lost all over again. I believe it is much more logical to conclude that it is an evolved Gigantopithecus (sp?) which would have immigrated from China to the Americas.
It can be seen in donkeys, sheep, cows, cats and dogs that hair length can be selected for in relatively short breeding times. Do we know how hairy Neandertal was? Also, recent genetic research show Neandertal had the COX 2 coding for speech same as modern humans. Bigfoot is most likely a Gigantopithecus related species.

One thing he convinced me of was that evolution is not a theory, its a fact. In just one day he turned me from a mocker to a firm believer in bigfoot

It would make little sense, I think, to evolve a loss of fur like Neanderthal and then evolve it back. Along the way, it would have to come up with a lot of the apelike features the Neanderthals lost all over again.
