WP is mainly used for signaling and for laying down smoke screens because it immidiatly explodes into massive thick clouds of smoke (which can't be achived with normal smoke grenades/shells/etc). It can be, and is, also used as an incendurary weapon and as such they can't legally be used in dense civilian areas (like in Gaza).
