However, Emperor Hirohito of Japan, who was one of the three main war criminals in WWII, was allowed by America to continue to be Emperor of Japan until he died in 1989. His counterpart, Hitler of Germainy committed suicide when the Russian entered Berlin in 1945. Mussolini of Italy was shot dead in 1945.

But such a document was not given. According to many witnesses, some, who were suspicious, ignored this order, releasing POWs alive, and others thought of it as authentic and absolute, and killed them.

I'm sorry, your history is VERY incorrect. At the time of both bombs, Kantaro Suzuki was PM of Japan. Hideki Tojo retired after Saipan fell, in 1944.

Hirohito is squarely to blame. 15 hours after the Nagasaki bomb, Hirohito gave the orders to surrender. Not after Hiroshima, mind you, but after Nagasaki. 200,000 could have been saved had Hirohito surrendered after Hiroshima.

Kantaro became PM after Kuniaki Koiso resigned in April of 45. He remained until August 17th of 1945. Prince Naruhiko was PM at the time of the signing of surrender in September 1945. Just google Japanese Prime ministers... you will see.

Suzuki did advocate surrender, which was why the opposing faction tried to assissinate him on the morning of the surrender. Still... Hirohito, by Imperial edict, could have stopped it all. And ended the war before the bombs fell.
