61 cents dosen't include tracking, only included w/ priorty & if you are on eBay try proving to eBay/Pay Pal you sent the item if buyer yells Not Received!! ("NR") - fat chance so there are reasons as to why some sellers choose to ship this way,

That's could have been sent through the USPS first class mail. Cheaper and better.
