Every single 4s handset I've come across makes this exact same noise whenever the 3G radio is transferring data. The owners usually can't hear it, so I guess the solution is to blow your hearing out so you don't hear it either. I'm guessing the QC people at Apple have light-moderate hearing damage, like a lot of people do these days.
My phone does it too while I'm on a call, I hear it through the receiver piece, not in speaker. I have white 16 g 4s on sprint network. It's really annoying
Have the same issue, on both mine and my wife's 4S iPhones. Returned mine to the Apple Store, got a new one with the exact same problem. Tried 3 of my coworkers' phones, and they all have the issue.
The problem I had was different to this, it was more of a distortion on the handset earpiece when the person at the other end of the line was talking and sometimes when I was talking I could hear my own voice. I'm in the uk so not sure of your networks differ?
This problem appears when youre using 3G.
When cellular data(3G) is working, you can hear the noise.
Not only on calling mode, on all feature if you are using 3G data(push, MMS).

My 4S does that to, and also has a yellow screen tint. My iPhone 4 from 2010 is fine.

I've already sent in my recordings to Apple. I think they cannot deny that this problem exists anymore at the Apple Stores.
