The Federal Government instituted the loan and pell grant system to give people the chance to obtain that education, but in all their wisdom, decided it was best to let private lenders control those loans. The loan pay off amount can be given directly to the banks, and the monthly payments will then go to the federal government.
This will be a win-win-win situation. Banks get an infusion of cash, burdened students are immediately relieved of huge monthly bills, and the government is guaranteed to get its money since it has the power to garnish if necessary.

@GordonWayneWatts All the political showboating in the last 2 months was all for nothing and will probably have our credit rating downgraded anyway, though I doubt it will go all the way to AA. Since most of the debt that was issued in the last few years has been short term debt, we essentially have a giant adjustable rate mortgage. A lowering of our credit could drive interest rates much higher and the dollar way down. It was downright stupid and all for naught since they raised it anyway.

In the past, American investors held nearly all of the debt and we were the worlds largest creditor nation, with huge interest payments coming into our economy, but now we have outflows of capital to foreign corporations and central banks. Can you imagine if the interest rate goes back to historical averages and we have to roll all this short term debt over at the new higher rate of interest?!? We can hope it won't
