no he can't 'cause the lightbar was made like the .gif lightbar in .txd file of that car. The lightbar is always on, cannot be truned off. and anyway only the lights are new or modded. The lightbar was made to car, so you can't control it, if you have the lightbar turned off, means no flashing no sound, that seems like now how u seen that, but if u trun on it will flash a bit and the sound will be on. but nothing special.
