Yep, it's just a way to tell the person approaching "hey you should stop and maybe see what's going on", or something like that. I mean at the end of the video, you can see that the signal is kinda stopping you from seeing the road clearly anyway...if the person keep driuving forward anyway, he must have a serious problem... normally you would stop or slow down.
It should be red, red is more of a warning colour
