I just remembered, isn't there an actual Gnome in Sims 3 that moves at night? I think I remember getting it. i didnt need expansion packs or anything, but i think you have to go out of town to get it, somthing to do with you're career i think, where you get the option to explore or something, i'm not sure. look it up in google, i'm sure you'll find it.
