There are so many small towns and unincorporated areas which are not covered by federal or state regulations that leaves a large loophole in the protection from waste dumping. Houseboats and yachts also provide a wate problem which is not covered by the rules now in effect.
You need to have a sense of humor when it comes to such blatant ignorance by the U.S. government and the inadequecies of the Public Sanitation Systems. Let's keep our waterways clean for our sake and the sake of our environment!

If American Rivers really would be interested in clean rivers, they would see to it that EPA correctly implemented the Clean Water Act, but using these giant urinals to keep contributions coming, seem to be more important. Watch : the "Why you can piss in rivers" video.
I think if you did a little research on the history of AR and its work you'd find the organization is very engaged in strengthening and enforcing the clean water act.
Keep in mind, it isn't as simple, as you seem to put it, to "see to" getting EPA, particularly under the Bush administration, to enforce a law that it is consistently working to undermine and weaken.
EPA failed to implement the CWA because it used an essential pollution test incorrectly and as a consequence ignored all the pollution caused by nitrogenous (urine and protein) waste, which besides exerting an oxygen demand also is a fertilizer for algae.
Most national environmental groups (including the staff of AM) have been aware of this since 1983. but none did anything about this.
"Essential pollution test?" What are you talking about exactly, please site what you are referring to. Do you mean use criteria? Water quality standards, as laid out by the CWA, are determined by the states and are based on the "use" determination for each body of water. Nitrogen and phosphorous are examples of nutrients ( which is what I believe you mean by proteins) and are most certainly a pollutant taken into consideration when determining whether a water body is impaired or not.
I agree the EPA is terribly negligent when enforcing the CWA. However I'm not familiar with the 1983 incident you refer to. If you are talking about how CAFOs claim to be "non-point" sources and want CWA exemption that's been dismissed. This brings me back to my first point. Even suing the Bush EPA to do its job doesn't work. The Bush Admin has enjoyed no Congressional oversight and a packed court with "Loyal Bushies." ex: the SCOTUS decision in Carabell and Rapanos.
