Maybe when they said Kenpachi's sword was always released. Maybe they meant his sword was always in bankai, that would make more sense and in Kubo's mind, could save him the need to create a bankai for him. They seem to be running out of ideas anyway.

His zanpaktou was already in it's released shikai state (probably because of his high reaitsu like Kenpachi), but it wasn't until he learned it's name that he could fully use its abilities. With Kenpachi, he was probably so strong when he got his zanpaktou that it was always released, but since he only believed in his own strength, he never tried to uncover its abilities.
