Yes, scratch built in South Africa and brought to UK (Scotland). I have works drawings on CD for Class 15F 4-8-2 which is almost identical. There are no castings commercially available but one could use 4-8-2 Mikado or Mountain Heavy USA castings.
Andy, if you look at my videos page you will hear what my 3 1/2" Gauge 16DA sounds like in total darkness and there is a clip of a 7 1/4" SAR loco as well as a 9 1/4" - now that sounds like the real thing on the last 15 seconds of video!
This was on June 16th last year... we travelled down from Milton Keynes to see Richard because we hadn't seen him since 1997. It was at a big gathering of South African steam locomotives - come to think of it, it might have been a SARSPA meet? Not sure...
Yes, probably at the SARSPA Meet. I'm the founder and organiser, there is another one at Harrow & Wembley MES 21,22nd June in the same place as last year.

It's not 7 1/4, it is 5" Gauge!
