Atheists may have a philosophy or religion - most western atheists are Secular Humanists (Richard Dawkins). Some are Unitarian Univeralists (Daniel C. Dennett). And you can be an Atheist and Buddhist. When people say "Atheism is a religion" they mean most atheists are Secular Humanists. (Some of them don't like you calling Secular Humanism a religion). But atheism, in and of itself, isn't a religion.
