Actually she was made from Mayuri's experiments with Gigai and Substitute Soul Pills. And she does have a Zanpakuto, Kubo had made a picture of all the lieutenants, and she was holding a Zanpakuto. So maybe Mayuri does keep her from using it, Kubo never really explains why she dosen't have her Zanpakuto with her.
