Ranpha is crying because all of those enemies she destroys in this clip were surrounding and firing upon the Elle Ciel, which Tact was commanding. You only see this clip if you play the game and have Ranpha, as opposed to any of the others, as Tact's romantic partner. Ranpha is crying because she mistakenly believes that she was too late and that Tact was killed. In the third part of the cutscene, she is proven happily wrong when Tact speaks to her through videoscreen.
