Sounds like some of those sixteenth pickups in the "bearded ancient" section are drifting towards quintuplet sixteenths, like the Alleluia from "Rejoice in the Lamb."
I love how "Time" totally draws on the English madrigal tradition. Morley's "Sing We and Chant It" comes to mind.

Err, who knows. Britten came from Lowestoft in Suffolk, which is by the sea.
