1b with the possibly injuring one person

1c, Or possibly stopping itself and not injuring anyone.

2a If the cop tried to stop the car by bumping it then you will have a 100% chance to damage both cars

2b This would likely injure ether or both drivers,

2c And as that looks like a heavy car, the bump could knock the cop car into a skid and out of control causing more damage further back.
