The used car salesman who shows up near the end of this clip is actor Billy Halop. He was one of the "Dead End Kids" from the "Bowery boys" movie series that ran for 20 years. Though he was a part of that only in the 1930s. He also played Bert Munson in the tv series All In The Family. Munson owned a cab company that employed Archie. Also, Billy's sister was Florence Halop who played Florence the baliff in the 1980s tv series Night Court. She too had a raspy voice like Billy's.
