This does work but it's not new technology. I'm not sure if it's "true aeroponics" or hydroponics, but it's definitely a hybrid system as the roots grow into water (hydro). In a true aeroponics setup the reservoir (water) is separate from the root chamber.

Google for DIY aeroponics or DIY DWC - you can make your own system for cheap.
