With something that big, even though it is a bicycle, I would expect some sort of licence plate on it (even it it's just a motorcycle plate). It is as large as a car.

Also, shouldn't that kid be wearing a helmet? At least in Oregon you have to wear a helmet until you're 16 and I thought that California would have something similar.

Bicycles in California have to obey the same rules as motor vehicles, so it's not legal going through a stop sign or stop light, or pass on the right when the vehicle ahead of you has stopped at a crosswalk (ask me how I know).
