Umm... No, I don't think that's how it goes. For one, the GX falcon was -definitely- not black. You can see it in this video alone. And he only ever 'died' at the end of Densetsu, and told Rick that hub-bub. Rick is the next Falcon maybe, but there was only the Captain himself before him.

In the anime series, F-Zero: Falcon Densetsu, when Captain Falcon (his name is Bart Lemming in the anime) dies in order to defeat Black Shadow and his Might Reactor, he passes on the title of Captain Falcon to Rick Wheeler, his sidekick and apprentice racer. Aside from the anime series, Captain Falcon is ALWAYS the same person.
