You would think that wanted people would be arrested imediatly before or after they race. For example in GX, you would think they would at least try to arrest Black Shadow after the race in Ch. 7. Pico had an entire episode dedicated to him remember? he shot those moving target f-zero machines with speed-mines. From 2000 miles away. At 4000 miles per hour. Without missing once.
