I have just got the same problem, i have played throught campaign one time before and than it worked perfectly. but than i had to reinstall steam which means skyrim also gets reistalled and now suddenly it doesnt work.

but accually the problem got fixed right now, its just to keep reloading and than it will work at last.

My problem is so much worse. I go back in time and I can't move. My buttons won't work, nothing at all happens. Just looking at the side of a mountain, no cutscenes, extra characters or dragons. It's bs

i found the fix here :) it worked for me!

WHEN THEY JUST STAND STILL AND GLITCH OUT,

OPEN THE CONSOLE AND TYPE: setstage mq206 70.

YOU WILL THEN LEARN DRAGONREND.

THEN TYPE: setstage mq206 100 TO GET OUT OF THE "VISION"!"

Just tested it and can confirm it worked for me on my PC. Those 2 commands will give you dragonrend and also end the vision, putting you back at the Throat of the World where you'll see Alduin flying. You'll have dragonrend in your spellbook under "Shouts" also. Good luck.

when u say restart do u mean just loading and doing it again? or actually turning the console off 5 times?

i had the same bug,and after i tried 2 things it worked just fine,someone here said you should like read elder scroll first somewhere away from the marker where you should read it,and that you should position yourself right at the right spot,above the marker.Dunno if that was the solution but quest worked fine after that.I hope this was helpful

Thank you for this. I can confirm that standing DIRECTLY on the marker will get the cutscene to progress. It seems you have to be very close to the action for it to register (:

I found that it is an anti-piracy bug you have to be connected to steam for it to work.
