Start off without moving. Skull Man won't move either. Wait for a few moments and realize that you can jump straight up and Skull Dude STILL won't move.

And Zanexis, using weapons are sometimes the only way you can kill guys. It's how I ended up beating some of the first 8 games in one hour.

I always killed toad man first. As long as you shoot him before he uses his weapon, he doesn't have a chance to hurt you and just keeps jumping. Shoot him when he lands.
