Yeah, I tried this a few months back. Made me wish it was a full game. I also thought the penguin belly slide mechanic was quite originally and worked very well.
the reason it wasn't finished is because it was made by a student in a class in 2004, it was a class on NES games, it's fun, but the fact that it ends so soon, is annoying, also, if you play it in an emulator with the shortjump and rapid fire buttons, if you use em at the same time, the game will also end up saying To Be Continued, no matter where you are. that gets annoying if you accidentally press a button.
I remember this game! Went really screwy in my emulator tho... had some bad horizontal scaling problems... might be the emulator i was using.

One of the makers of this homebrew was Allan Blomquist who worked with 2DBoy in later stages of World of Goo development.
