he may have been voiced by Alan Oppenheimer. He's the voice of Cringer/Battlecat, Man-at-Arms, Skeletor, Buzz-Off, Mer-Man, and others on HE-MAN. Oppenheimer used a similar voice for Vanity Smurf on THE SMURFS but without the cowardice...so my bet is the Dragon was voiced by Oppenheimer but anyone else in the occupation of voice acting could've easily did that voice, too.

For a check on Oppenheimer's voice as Vanity, there's a SMURFS episode on You Tube called "Vanity Fare" from 1981.

It isn't just cartoony. This episode is outrageously funny with how ridiculous it gets. Pick your favorite--tanks crossing gaps by extending their treads, She-Ra throwing a dome onto the tanks and them dragging it away with them, and then Catra somehow warping out of her tank instantly and appearing in that transport, 50 robots who can't hit prisoners they surround...

Cartoony is one thing, but this ep is so stupid that it crushes the action element.
