Americans wouldn't find this funny because most haven't met a welsh person in their life. His gags are only funny because they're easy to relate to ... e.g. the character tanya is only funny because there are girls like her all over Britain (well maybe not as OTT). It's why Americans don't like Peter Kay (because the jokes are based on british culture) but they like Ricky Gervais because his humour is easy to understand and relate to e.g when he makes fun of fat people.
