One should look at the relative performances of Musharraf, and his predecessors and, then compare.
One should look at various metrics at the point they took over and the point they handed over the charge, then find the difference for each metrics, and then compare their relative performances.
If one looks at it in absolute terms, then Musharraf has not do very well.
But if you look at it in relative terms, probably he is the best.
But it will not be fair to look at in absolute terms.
