There will be civil war in Iraq once troops leave whether it be next year or whether it be in 10years when the republican decide to withdraw troops and I can promise you that. Iraq has too much diversity and ethnic tension to live united.

As for the surge, yes it is working but only for a brief moment. Fighting will increase once again, all the surge has done is to hold it off long enough.
