Regirock and Steelix are tied for second in Defense. Both have base 200 Defense.

Actually, if you consider HP with defense, Regirock would probably be the best at physical defense, since Shuckle's HP is pitiful at best. Personally, though, I prefer Steelix due to typing/move pool.

no the best defence pokemon is shuckle with 614 max in both defence and sp.defence but he sucks in the other stats

I personally wouldn't complain about it; they certainly get enough use in Shoddy Battle (enough to boot Spiritomb out of his OU D/P days). The only hacking I disapprove of is the usage of Pokémon you couldn't get by ordinary means, such as a Deoxys-Speed with No Guard and Sheer Cold or a Pokemon with over 510 EVs (and even then, I don't mind this sort of hacking being used to blast through the tedious in-game adventure). Thumbs-up (and/or quote) if you agree! :3
